In an extraordinary race against time, procurement legislation was processed in time through the nine provinces to reach the sixth Parliament before it closed on May 18 for the 2024 elections and signature into law. The Bill aims to provide a broad preferential procurement framework for procurement by organs of state and includes sections aimed at empowerment and transformation such as set-asides, pre-qualifying criteria and mandatory subcontracting and localisation in certain circumstances.
