Treasury stays running PPO office
The Public Procurement Bill, currently before the National Assembly, is to go ahead as revised with an inclusion clause aimed at binding the next Parliament to re-submitting the legislation back to NEDLAC again for total review. What now, almost concluded, is anchor legislation on government procurement for the whole country - well, perhaps not local government but that's one of the problems.
As the Bill makes its final progression back through the National Assembly for the attention of the portfolio committee (since this is the fourth draft) and to the National Assembly for voting to become law, it is in the knowledge that there is to be a complete review of the Act within 24 months with stakeholder input again as well - and hopefully a business impact assessment.
The blue yonder
Our view is that this move might give time to see if the Treasury's regulations are going to work.
